I am Laura Wakim Chapman, and I am your candidate for the West Virginia State Senate.

I live in Wheeling with my husband of ten years, Matthew, and our two children, Jackson and Eloise.  I graduated from Mount de Chantal and West Virginia University. I am the daughter and granddaughter of veterans and a constitutional lawyer who fights for our First and Second Amendment rights in court.

I am running so the people in the Northern Panhandle have an effective voice and will not be forgotten. I will listen to you, not lobbyists, not other politicians, and not special interest groups. I pledge to you that every vote I cast will be for the betterment of Hancock, Brooke, Ohio and Marshall Counties.

My day-one priorities are roads and broadband, school safety, and economic development for the Northern Panhandle.

PRO-LIFE

     I am a woman of faith and attend St. Michael’s Church. I adamantly oppose abortion and I oppose taxpayer-funded abortion.

PRO-SECOND AMENDMENT

     I am a member of the NRA, and an owner of firearms. I will never vote to restrict your rights and will fight against anti-Second Amendment policies.

INFLATION

     High inflation is a problem throughout the country but we can do things here and now to combat the effects of inflation and put money back into the pockets of Northern Panhandle families. The legislature can pass meaningful tax reform legislation to help alleviate the crushing effects of inflation. There are 9 states with no income tax. Why aren’t we one of them? We have an almost 1.4 BILLION dollar surplus in Charleston. That money belongs to the people of West Virginia. It does not belong to Charleston. We can afford to cut taxes, including the personal income tax, during these tough economic times. We are taxed enough!

 

ROADS AND BROADBAND

     Our roads in the Northern Panhandle are falling apart. They are dangerous to drive on and cause unnecessary and expensive damage to our vehicles. I will make sure our roads are timely repaired and I won’t let Charleston forget about us.

PRO-WEST VIRGINIA ENERGY

     Gas and utility prices are out of control. I support West Virginia energy to help lower gasoline prices and utility bills.

PRO-VETERANS

     Men and women have fought, and some have died, protecting our freedoms. We need an effective health care facility for veterans in the Northern Panhandle so that they don’t need to experience the bureaucratic run around. I will work with federal officials to accomplish this. As the daughter and granddaughter of veterans, I spent many of my childhood years on an army base. My great-grandfather is buried in Arlington National Cemetery. I truly understand the trials and tribulations facing our men and women of the armed forces and I believe we owe our veterans and service members the utmost respect.

SCHOOL SECURITY

     Nationally, we face a school security issue. This is completely unacceptable. My day one priority, if elected, is to make the schools safer. We do this by retrofitting security systems that are directly tied to local law enforcement departments, as well as hiring and training veterans to serve as security personnel who will protect our precious children. I will also work toward ensuring that every school has a dedicated mental health professional to help our children realize that violence is never an answer. As a mother of two, my heart breaks every time I hear of another tragedy. We need to make sure this doesn’t happen to any child in West Virginia.

EDUCATION

     We have the best schools in the Northern Panhandle because we have the best and most dedicated teachers. Decisions regarding education should continue to be made on the local level between teachers, our elected school boards and families. Our teachers in the Northern Panhandle spend their own money on classroom expenses. That is why I propose our teachers be given a tax credit to assist with those unreimbursed expenses. Our children need additional tutoring to help stop the learning loss our children faced because of the COVID shutdown. Our schools must never close again. We need more career training at the high school level. Our teachers and children deserve small class sizes!

PRO-POLICE

     Nationally, violent crime has reached an all time high and this has spilled over into the Northern Panhandle, mostly through the opioid crisis. The only people who protect us from violent crime are the dedicated men and women of law enforcement. We need to support the police and make certain they have the necessary resources to perform their important work.

 

OPIOID CRISIS

     We have an illegal drug problem in the Northern Panhandle. In order to combat this issue that is claiming the lives of young people, the legislature needs to equip the courts with options. There is an available monthly non-addictive shot, Naltrexone (Vivitrol), which blocks a person’s craving for opioids, fentanyl, and heroin. A similar treatment is being developed for methamphetamine addiction. Courts need to be able to offer an opioid user an option to take the treatments when it comes to sentencing.

PRESCRIPTION SAVINGS FOR OUR SENIORS

     I will propose a law mandating Seniors be given the lowest possible price for prescriptions.

IMMIGRATION

     I am for legal immigration and against illegal immigration. Our current open-border policy is unsustainable and dangerous. Human trafficking, drugs, and other crime comes along with open-borders.

 

The Leadership the First District Needs

I am not afraid to do the right thing for you, even when it is hard.  My goals, if elected, will be to promote economic development, jobs, expand broadband internet, and to fix our failing roads.

I support West Virginia Energy.

 I will work hard to keep the cost of living low for the wonderful people of Hancock, Brooke, Ohio and Marshall Counties.

I am beyond saddened to see the false negative commercials against Attorney General Patrick Morrisey. He is one of the true principled public servants and always does the right thing.

As a constitutional lawyer, I am often impressed by AG Morrisey’s wins in court. He has taken tricky legal issues and produced a winning record. He has fought the battle to stop taxpayer funded transgender surgeries, he supports girls-only sports, and urged the U.S. Supreme Court to hear a case involving biological males in womens restrooms.

The negative commercials contain outright lies about AG Morrisey’s priorities. AG Morrisey actually fights everyday to protect our children by challenging the federal policies in court. It is shameful that people will stoop to the lowest of the lows in an attempt to dupe the voters. I support Patrick Morrisey for West Virginia Governor. He has my vote and support 100%.

Glad I read your post. I just got a flier in the mail and I am still an independent undecided voter.

Sorry now I see, they are going after him for supporting Donald J. Trump I was about to say something emotionally reactive based off the little girl's story. But Trump would most certainly end this war against biological women's rights for sure, that's if her story is/was true. If Morrissey believes the same, then he will have my support. I hope more WV's stand up for MY President in the upcoming election. My vote for WV leaders will most definitely need to align with my family values & I for one do not believe Americans should ever forget, it is in God we must ALWAYS trust. I believe God has finally sent us leaders, that are wiling to protect Christians & Conservatives from the cruelty of the left, Trump has risked everything he had just to be our voice & we love him for it so much. As long as he acknowledges Jesus is the Messiah, the only hope of our nation I will support his presidency & any political leaders who supports my President.

I would like to know if Patrick Morrissey plans on doing anything for the property owners in the state if people are moving into our properties are we going to be able to do an immediate eviction on them? It’s not fair for a property owner to have to go through a court system to evict someone that is unlawfully, going into a resident of ours. I want to know if the laws can be changed in the state of West Virginia for this for property owners. We don’t want squatters we don’t need squatters coming into this state.

Children who suffer a psychological disorder called generalized dysphoria, should not have their genitals mutilated and be given, man made hormones by their parents guardian or any medical professional. It’s disgusting and mental. Any lobbying for such things to be ok is NOT OK.

A Vision For The Future

I know that the Northern Panhandle is truly a special place.  We need others to know that too. If elected, I will work every hour to bring opportunities to the Northern Panhandle.

Issues

Economic Development

I support all of our local businesses, industries, and workers.  It is through innovative legislation that I believe we can attract talent and stop our population from leaving.  All owners and employees of big, small, women-owned, minority-owned, and veteran-owned businesses are a priority to me.

Broadband and Roads

Our roads in the Northern Panhandle are falling apart. They are dangerous to drive on and cause unnecessary and expensive damage to our vehicles.

We need to make sure accessibility is available to the people of the Northern Panhandle by way of roads and fast internet. 

Jobs

We must ensure that we have enough opportunities for all people in the Northern Panhandle.  One way to do that is through economic development.  But we also have to make sure we are training our citizens for the jobs that this region is known for.
